Notice Board is the internal pinboard on the SharePoint page. Colleagues post their own cards: for sale, wanted, event, notice, lost and found or a ride. Every card has an expiry date and then disappears on its own. Important notices can be pinned and stay on top. An optional photo, a price, a date and a contact line make the card a classified, not a news article.
This is deliberately not a second Kudos wall and not News Hub. News stays editorial and comes from SharePoint news. Here the board belongs to employees. Anyone with contribute rights on the list can post, or only a SharePoint group you name in the property pane. Everyone reads, each person edits only their own posts. An author’s expired card stays visible for a few more days so they can renew it.
The “NoticeBoard” list is created with one click on the current site. Categories, Board, List or Spotlight layout, column count and lifetime are set without code. Reads and writes use SharePoint REST only. No Graph permission, no external service, no telemetry. Notice Board is developed and published by Lyron.

No. SharePoint news stays with the editors. The notice board belongs to employees: short cards with an expiry date, not editorial articles.
In a list on the site that hosts the web part. The title is “NoticeBoard” and can be changed. Photos are attachments on the row. Retention and deletion follow your SharePoint governance.
By default, anyone with contribute rights on the list. Optionally you name a SharePoint group, and only its members can post. Expired cards disappear for everyone. The author still sees their own card for a few days and can renew it. People with full control can change any row in SharePoint.
A list shows rows. The board shows cards with category, photo, price and time left, hides what has expired, keeps notices on top, and lets people post, renew and delete on the page. Nobody has to send a link to the list.
